City begins procurement for Faure New Water Scheme

The City of Cape Town has begun the procurement process for the financing, design, construction, operation and maintenance of the Faure New Water Scheme (FNWS). This marks an important step towards delivering a new source of drinking water and the City’s first project of this kind to be delivered through a Public-Private Partnership (PPP).
The FNWS forms part of the City’s New Water Programme, which is diversifying Cape Town’s water supply by developing additional sources that are less dependent on rainfall.
The scheme will use advanced treatment technology to purify treated wastewater from the upgraded Zandvliet Wastewater Treatment Works (WWTW) to drinking water that meets South African and international quality standards. It is one of several projects contributing towards the City’s target of adding 300 million litres of drinking water per day from new sources by the mid-2030s.
Council approved the use of the PPP delivery model for the FNWS in principle in December 2025. The procurement will allow the City to identify a private-sector partner to finance, design, construct, operate and maintain the scheme in partnership with the City.
‘Starting the procurement process is an important milestone in developing a new, reliable source of drinking water for Cape Town. The Faure New Water Scheme forms part of our broader approach to diversifying our water supply and strengthening our resilience as the city grows. This PPP will also bring together the expertise and investment needed to deliver a project of this scale,’ said Alderman Zahid Badroodien, Mayoral Committee Member for Water and Sanitation.
The procurement will take place in two stages, beginning with a Request for Qualifications (RFQ). The City is inviting suitably qualified consortia, investors, contractors, operators and technology providers with relevant experience to participate in this first stage.
The RFQ will be used to assess respondents’ technical, financial and operational capability to deliver the project. Those who meet the requirements will be invited to participate in the Request for Proposals (RFP) stage, which is scheduled for the second half of 2027.
The City is encouraging local and international participants with experience in large-scale water, infrastructure and PPP projects to review the procurement documentation and consider participating.
