City pilots cashless transactions at three Driving Licence Testing Centres

The pilot project starts on 1 October 2026 at Brackenfell, Fish Hoek and Strand.

The City has 18 Driving Licence Testing Centres (DLTCs) that process thousands of transactions monthly.

These include traffic fine payments as well as payments associated with:

• learner’s and driving licence applications
• driving licence card renewals or replacements
• applications for Public Driving Permits (PrDP)

The centres currently allow both cash and card transactions, but three DLTCs will be the test centres for a cashless system come 1 October.

These are Brackenfell, Fish Hoek and Strand.

Among the benefits of cashless transactions are:

• reduced risk associated with handling cash
• reduced reconciliation workload
• reduced risk of revenue theft/cash collection fees
• supports digital transformation and improved service delivery

‘The City is moving towards more digital resources, to try and improve our customer experience and service delivery in general. Cashless transactions are one such development. This pilot will determine the feasibility of such a system at all of our DLTCs. We also look forward to other possible improvements in the future to help streamline operations at our DLTCs.

‘The Road Traffic Management Corporation has already piloted an online appointment system in Gauteng and the Eastern Cape. Such a system would be a game changer here in Cape Town. And the recent announcement that driver’s licence cards will be valid for 10 years instead of five, will also go a long way in reducing the pressure on our centres, once implemented’ said Mayoral Committee Member for Safety and Security, Alderman JP Smith.
