Comment on draft spatial vision for Kensington, Factreton, Wingfield and surrounds

The City of Cape Town invites residents to comment on the Local Spatial Development Framework (LSDF) for Kensington, Factreton, Wingfield and surrounding areas along the Voortrekker Road Corridor. An LSDF determines the development vision for an area on a local level. Once approved by Council, the City uses the LSDF for guidance when making decisions about development applications and land uses in the area; and in the end, these decisions determine how a neighbourhood will function, look, and feel a few years down the line.

‘The City wants to collaborate with residents and stakeholders. We value your input as you have a direct experience of your neighbourhood. By participating and making your voice heard, you have a say on how your area can develop over the next few decades. Please get involved, attend the open day, and submit your comments. Your voice matters,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

  • The draft LSDF relates to the area that is located along Voortrekker Road and includes Acacia Park and Wingfield, as well as parts of Thornton and the Maitland cemetery.

These areas are facing a range of development challenges, including the growth of informal settlements and land invasions, congestion, and pressure on existing services infrastructure in some areas.

Still, it is well located with easy access from the N1 and via Voortrekker Road; is in close proximity to transit routes and job hubs, which could attract investment. Vacant and underutilised land, including the Wingfield military base, also provides opportunities for urban regeneration.

‘Those who live and work in these areas, and own properties have first-hand experience of the unique qualities of their neighbourhoods. We want to tap into your knowledge so that we can refine the LSDF that is intended to spatially reimagine and revitalise the area to reach its full potential in coming decades,’ said Alderman Andrews.

Some salient points:

  • Given its location along the Voortrekker Road Corridor and good access, the area is suitable for intensification of all land uses, and higher densities
  • It is located between the N1 and Voortrekker Main Road (R102) and thus easily accessible by road; is served by passenger rail and minibus-taxis, with Golden Arrow Bus Services (GABS) providing direct bus connections to the Cape Town CBD, Parow, Goodwood and Bellville
  • However, Voortrekker Road experiences traffic congestion during peak periods
  • The Wingfield site that is owned by the National Government is largely vacant and underused, and has huge development potential, in particular for housing, community, health, and education facilities
  • Part of the Wingfield area is subject to a land claim process and is reserved for land claim beneficiaries
  • The Voortrekker Road Corridor is an urban development zone and can trigger renewal with public sector investment, the optimisation of land uses (industrial, business, retail, residential) in support of transit-oriented development, higher densities and infill development
  • There is a need for affordable housing, as demonstrated by various informal settlements in the area and land invasions
  • Although there are numerous parks, many parks are underutilised and the area is lacking larger parks to facilitate community events or diverse recreational activities; and it only has one sports ground
  • Large tracts of land are flood-prone or wetlands; and there is pressure on existing services infrastructure in some areas
  • There are remnants of Critical biodiversity in the area that occur nowhere else in the world, including plant species in the wetlands that were previously thought to be extinct 

The draft LSDF intends to build consensus on a shared spatial vision for the area; translate this vision into guidelines and an implementation plan; update the land use and road access guidelines to current realities; and provide guidance on land use, development and investment decisions.

Once finalised and approved by Council, the LSDF for Kensington, Factreton, Wingfield and surrounding areas will elaborate on and support the spatial development guidelines as set out in the Table Bay District Spatial Development Framework, which is the higher order spatial plan for the area.
