Comment on the Local Spatial Development Framework (LSDF) for Kensington/Factreton/Wingfield area

The City’s Urban Planning and Design branch has prepared a draft LSDF for the Kensington, Factreton and Wingfield areas, and we want your input.

The LSDF provides direction for short-, medium- and long-term spatial and investment planning in the Kensington, Factreton, Acacia Park, and Wingfield local areas. 

The study area - bound to the South by the rail lines South of Maitland cemetery; to the East by the rail lines West of Maitland; the N1 in the North and Jakes Gerwel Drive to the East – has complex spatial planning conditions that we need to respond to, including:

• Location: access to employment areas, road and rail based public transport makes the area strategic and desirable for urban development. This area will change in meeting the demand as more people look for homes in the area 
• Affordable housing: the residential areas have a mix of vulnerable households, informal settlements and homes that are rapidly increasing in value
• Mixed development: The mixed use and commercial area along Voortrekker Road is considered an accessible area suitable for redevelopment and intensification of all land 
• Urban regeneration: Large, dispersed public land holdings require review as to how they can be developed and connect with the existing neighbourhood

The LSDF aims to:

• Formulate a vision for the desired future of the area 
• Set key policies and guidelines for decision-making and actions 
• Coordinate, integrate and direct future development

The proposed vision is:
“A well connected and safe area for all. Where residents thrive and children can play freely in dignified and sustainable public spaces. An area providing access to high quality, secure and affordable housing. Where local businesses can prosper, offering work opportunities. A place of belonging and pride.”

The key objectives include:

• safety and access, 
• social cohesion and housing, 
• sustainable urban growth, 
• service-led growth, and 
• biodiversity and open space.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft LSDF.
