Comment on the proposed lease of a portion of City-owned property in Rosmead Avenue, Wynberg

About
In accordance with section 16.5 and 16.6 of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:

We plan to lease the property to Novalis Ubuntu Institute or its successors-in-title for social care purposes (holistic education and professional development programmes for adult learners).
Information statement
- Reason: the properties are not required for the provision of a minimum level of basic municipal service.
- Expected benefit: the properties are underutilised, surplus to Council’s requirements, no demand exist for same, and the leases will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town.
- Expected proceeds: the city will receive a tariff related rental for the proposed lease for social care (holistic education and professional development programmes for adult learners) purposes at a tariff rental of R1 440.00 per annum inclusive of VAT, subject to any increase in terms of rental for land leased as determined from time to time by Council for a period of 10 years, with an option to renew for further 10 years, subject at any time to two months’ notice of termination.
- Expected gain or loss: no loss will be incurred by the City arising from the granting of right; and
- The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, (community opportunities and/or participation in the property; charitable activities, etc.), such as:
providing the long-term stability required for strategic planning, programme development, partnership building, and ongoing investment in the property and the facility
Charitable activities focused on the provision of holistic education and professional development programmes for adult learners, aimed at enhancing knowledge, skills, personal growth, and employability.
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.
