About
In accordance with section 16.5 and 16.6 of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the renewal of the lease of the following City-owned property:

We plan to lease the property to The Tom Ro Haven for Equines and Children or its successors-in-title for social care purposes (equine sanctuary and community outreach facility).
Information statement
- Reason: the properties are not required for the provision of a minimum level of basic municipal service.
- Expected benefit: the properties are underutilised, surplus to Council’s requirements, no demand exist for same, and the leases will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town.
- Expected proceeds: the city will receive a tariff related rental for the proposed lease for social care (equine sanctuary and community outreach facility) purposes at a tariff rental of R1 440.00 per annum (including VAT), subject to any increase in terms of rental for land leased as determined from time to time by Council for a period of 10 years, with an option to renew for further 10 years, subject at any time to six months’ notice of termination.
- Expected gain or loss: no loss will be incurred by the City arising from the granting of right; and
- The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, (community opportunities and/or participation in the property; charitable activities, etc.), such as:
The proposed use of the land aligns with key social care priorities, including:
- Community development and social upliftment
- Support for non-profit organisations delivering essential services
- Promotion of animal welfare and environmental stewardship
In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.
