Comment on the proposed sale of City-owned property in Noordhoek

Notice is hereby given, in terms of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10), that we are considering the sale of the following City-owned property:

Information statement

• The fair market value of the capital asset to be disposed of is R5 400 000 (excluding VAT), for social care use. The value was determined using the comparable sales method of valuation, based on comparable market transactions for similar assets. The market value is to be reassessed if the transaction is not approved by the relevant decision-making authority of Council within 36 months from the date of valuation (i.e. by 31 July 2029). A suitable reversionary clause is to be inserted on the title deed limiting the use of the subject property to social care purposes only. 
• The land currently has the Rainbow Early Childhood Development Centre (ECD), and the building was built by the Non-Profit Organisation (NPO) that runs the ECD. 
• The property is not required for any current or foreseeable municipal purposes. The City will transfer the land to the NPO, which will continue to provide a valuable public benefit to the surrounding community. 
• The expected proceeds to be received by the Municipality from the transfer comprise a fair market related purchase price of R5 400 000 (excluding VAT), together with future rates payable. 
• All costs related to the transaction will be for the applicant’s accounts. 
• The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed purchase price and proposed use.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.
