GIZ technical assistance to advance Cape Town’s Energy Strategy

12 August 2026

The City’s Mayoral Committee approved technical assistance to the value of over R1 million from the Deutsche Gesellschaft Für Internationale Zusammenarbeit (GIZ) under the South Africa-Germany Energy Programme (SAGEN 5). The programme is aligned with the City’s Energy Strategy as it is structured to support South Africa’s energy transition through collaboration for a reliable, affordable, and clean energy system.

The SAGEN programme is a three-year, flexible programme, which can be accessed for City needs at any time during the programme’s lifespan. The Energy Directorate and other City departments will enjoy access to the technical assistance from the GIZ on an ad hoc basis.

‘We are grateful for the GIZ’s continued confidence and support. This latest technical assistance under the SAGEN 5 programme is designed to support reform and modernisation efforts within the broader electricity sector. Significantly, part of the programme’s offering includes enhancing electricity grid performance through best practice planning programmes, which are crucially important, particularly as we rollout our medium-term R6 billion grid resilience upgrades. In addition, the City will benefit through capacity building to further enhance internal expertise and modernise electricity services to benefit all Cape Town residents and businesses.

‘As a leading metro in South Africa’s energy transition, the technical assistance will also prepare Cape Town’s participation in the South African Wholesale Electricity Market, supporting metro trading services reforms as well as necessary policy and regulatory shifts that are closely aligned with our Energy Strategy objectives. We thank the GIZ and all stakeholders who are working on this programme. Cape Town’s energy successes wouldn’t be possible without strong partnerships and technical expertise from leading institutions here at home and abroad,’ said Mayoral Committee Member for Energy, Alderman Xanthea Limberg.
