What is a Safe Space?
Safe Spaces form part of our Strategy to Reduce Rough Sleeping by providing individuals who no longer wish to sleep rough on the streets with transitional accommodation, together with access to:
- social services,
- skills development opportunities, and
- reintegration support in a safe and dignified environment.
About the proposed development
We are proposing the development of a Safe Space facility in Kuils River through our Street People Programme, as part of our efforts to provide people with dignified alternatives to sleeping in public places. The facility will be operated by an organisation with appropriate and extensive experience in the rough-sleeping sector.
The development of an operational plan will ensure that both the surrounding community and Safe Space clients receive optimal support, while addressing the challenges of homelessness and promoting human dignity.

The facility will include 24-hour security, and support from law-enforcement patrols will be requested, in line with existing Safe Space operations across the city.
The proposed facility aims to:
- provide a safe and dignified alternative to sleeping in public places
- offer temporary accommodation for people experiencing homelessness
- facilitate access to healthcare, social services, and development programmes
- support access to skills development and employment opportunities
- promote reintegration with families and communities, where possible
In terms of Section 17 of the Loca Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposal.
