About
The City’s Property Development Department has initiated the land packaging and acquisition of the development rights process for the Three Anchor Bay Site on Erf 2187.
This process will include the development of an urban design concept followed by the required statutory applications to enable mixed-use development, which includes retail, office, residential and public facilities.
The government-owned site is roughly 4,5 hectares and zoned as Public Open Space (OS2). It is bounded by:
- Sea Point Main Road (M61) to the south,
- Helen Suzman Boulevard and Beach Road (M6) to the north, and
- Three Anchor Bay Road to the west.
Currently, the site houses the following facilities:
- Colin Eglin Sea Point Public Library
- Sea Point Civic Centre and Hall
- Fives Football Green Point Sports Club
- Glen Green Point Sports Centre (including the Atlantic Green Point Bowling Club)
- Pinocchio Crèche
- Beach Rugby South Africa
- Western Province Bridge Centre for the Western Cape Bridge Union.
The Three Anchor Bay development project aims to maximise the development potential of the site.

Phase two: Concept Design phase
We are currently in the concept design phase. This phase will involve participatory, design-orientated engagement with both local and institutional stakeholders and the broader public.
A Public Open House took place on 12 November 2025. Participants were given the opportunity to learn more, ask questions and comment on the draft development concept.
