About
We are reviewing our Municipal Spatial Development Framework (MSDF) and eight (8) District Spatial Development Plans (DSDFs).
Currently the MSDF and the eight DSDFs (District Plans) exist as stand-alone documents, which were approved by council on January 2023. However, in order to align to the new cycle of the Integrated Development Plan (2027 – 2032), the MSDF and DSDFs will be combined to create one holistic and integrated Spatial Development Framework (SDF).
The integrated SDF aims to:
- develop a spatial vision,
- provide development guidelines,
- recommend key actions, and
- help align and integrate short-, medium- and long-term investment planning and development in the city.

Please note
The SDF will only become effective once approved by Council in 2028.
