About
Fully registered, compliant and operational non-profit organisations (NPOs) within the early childhood development (ECD) sector are invited to submit detailed business plans for the operation and management of a City-owned ECD Centre located in Bosasa (Ward 114).
If your business plan is chosen, you will enter into a Facility Management Agreement (FMA) with us.
selection process
We are required to follow the Supply Chain Management processes when selecting and appointing an external registered NPO to operate from a City-owned facility.
Preference will be given to NPOs with a proven track record in ECD service delivery within Bosasa (Ward 114), demonstrating strong governance, compliance, and financial accountability. This preference will, however, not exclude other fully compliant NPOs operating within Bosasa but outside Ward 114 from consideration, provided that they meet all application requirements and adjudication criteria.

Requirements
Business plan requirements
To apply, you must be formally registered as an NPO and in good standing. Your business plan should include:
- A detailed age-appropriate daily ECD programme
- Operational plan including staffing model
- Financial management and budgeting plan
- Sustainability and fundraising strategy
- Sound good governance practices - demonstrate that the organisation operates as a structured NPO and not as an individually controlled entity
- Community engagement and stakeholder involvement plan
Supporting documents
The following important documents must accompany your business plan:
- Certified copies of South African identity documents (IDs) of principal and all educators
- CV of principal and NQF5 (Level 5) qualification
- CVs of all ECD practitioners with certified educational qualifications
- ECD learning/daily programme
- Latest annual report and financial statements
- Letter of recommendation from a recognised Mfuleni/Bosasa community structure
- Minutes of at least the last two board/committee meetings
- Proof of most recent AGM
- Proof of membership in a recognised ECD Forum within the area
- Signed NPO constitution
- Updated management/board structure details
- Valid clearance certificates of all staff in terms of the Regulations of the Children’s Act (e.g. police clearance, etc.)
- Valid NPO registration certificate
