The City has completed a draft of its second annual update to its Comprehensive Integrated Transport Plan (CITP) 2023-2028, and we want to hear from you.

Section 36(1) of the National Land Transport Act, 5 of 2009, (NLTA) requires that planning authorities, such as the City, prepare CITPs, which must comply with the provisions of the NLTA and the Minimum Requirements for the Preparation of Integrated Transport Plans, 2016

Council approved the City’s current CITP (2023-2028) in May 2023, and the annual updates take the form of supplementary reports. The CITP 2026 Update is the second annual update of the CITP 2023-2028.

A new CITP is developed every five years, which replaces the previous version.

What is the CITP?
The CITP is a five-year statutory plan that gives the City, and the Urban Mobility Directorate (UMD), its mandate to manage the transport network and everything that moves on it. 

What is the purpose of the CITP?
The CITP sets out what the Urban Mobility Directorate is committed to and is accountable for, and how the directorate will set about the delivery of an integrated, intermodal and interoperable transport system and its related road and rail network. It guides the priorities and activities of the Urban Mobility Directorate in support of its vision: “All people have efficient access to a range of opportunities in a manner that is sustainable and provides dignity.”

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the CITP 2026 update.
