Comment on the proposed sale of City-owned property in Mitchells Plain

In accordance with the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10),the City is considering the sale of the following City-owned property to Christel House South Africa or its successor(s)-in-title for social care/educational use:

The property will be disposed of at a fair purchase price of R9 875 000, excluding VAT, subject to the following:

• The market value is to be reassessed if the transaction is not approved by the relevant decision-making authority of Council within 36 months from the date of valuation (i.e. by 2029-04-30).
• A suitable reversionary clause is to be inserted on the title deed limiting the use of the subject property to social care / non-profit / educational purposes only.

Information statement

• The fair market value of the capital asset to be transferred or disposed of is R9 875 000. The value was determined using the comparable sales method of valuation, based on comparable market transactions for similar assets.
• The portion of land is required for the development of a no-fee grade RR–12 school to serve impoverished communities in Mitchell’s Plain and surrounding areas.
• The property is not required for any current or foreseeable municipal purposes. The City will transfer vacant land to an educational institution, which will provide a valuable public benefit to the communities of Cape Town.
• The expected proceeds to be received by the Municipality from the transfer comprise a fair market related purchase price, together with future rates payable.
• All costs related to the transaction will be for the applicant’s accounts.
• The proposed transaction included a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed purchase price and proposed use.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed property disposal.
