About

The City’s Technical Partnerships Unit (TPU) is reviewing and updating the Contributions to the City of Cape Town Policy, which was originally adopted in 2015.

The revised policy provides a clear framework for how the City receives, assesses and manages contributions from external parties, including:

technical assistance
grants and donations

It also clarifies activities that fall outside the scope of the Policy, such as sponsorships and piloting initiatives.

Why is the Policy being updated?

The existing Policy no longer reflects the complexity of contributions received by the City. Over the past decade, new processes have been introduced, creating inconsistencies between the Policy and supporting procedures.

The updated Policy simplifies processes, improves transparency, strengthens governance and makes it easier for City officials, residents, businesses and development partners to understand how contributions should be managed.

The Policy is being updated to:

Align with current legislation, governance requirements and City procedures.
Reflect the new Standard Operating Procedures and guidelines that have been developed since the drafting of the original policy.
Remove inconsistencies and outdated provisions contained in the 2015 policy.
Improve transparency, efficiency, risk management and ease of doing business.
Provide clearer guidance for City officials and external stakeholders.

Expected outcomes

The revised policy will provide a simpler, clearer and more consistent framework for managing contributions to the City. It is expected to reduce administrative delays, strengthen compliance, minimise legal and financial risks, and improve collaboration between the City and organisations wishing to support municipal programmes and projects.

The revised Policy clearly explains:

what constitutes a contribution;
which activities fall outside the Policy;
how contributions may be requested, assessed and accepted;
how contributions must align with City priorities and legislation; and
where further guidance can be found through supporting procedures and guidelines.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft policy.
